BBC Websites Said to Be Target of Online Attack

The British Broadcasting Corporation said on Thursday that its digital services had been shut down temporarily in what its news operation described as a hacking attack.

Many of the BBC’s websites and popular video-on-demand services were offline for roughly three hours Thursday morning, although its television and radio stations were not affected.
While a statement posted by the BBC on Twitter said the blackout had been caused by a technical issue, unidentified people in the company were quoted on the BBC news website as saying that a “distributed denial of service” attack had struck the digital services.

That type of online attack is caused when a website is deliberately targeted with a high level of online visitors to create congestion, overloading the services and taking them offline.

“The BBC website is now back up and operating normally,’’ the company said in an emailed statement. “We apologize for any inconvenience you may have experienced.”

It was unclear who might have carried out an attack and what its goal might have been. But the BBC is not the first news media organization to be hit by hackers.

In 2013, the New York Times website was temporarily shut down after the company’s domain name registrar was the target of Syrian hackers. The Financial Times and The Washington Post have faced similar attacks.

Government-run digital services have also been disrupted by distributed denial of service attacks. These include hacking efforts against Estonia in 2007 that were said to have been backed by the Russian government.

MTN invests GH¢21.5m to increase health care

The Corporate Social Investment (CSI) arm of MTN Ghana, the MTN Ghana Foundation, has undertaken far-reaching CSI initiatives in the country, investing over GH¢21.5 million to improve health care, education and living conditions for approximately three million people.

Since its establishment in 2007, the foundation has executed 102 major projects, as well as numerous smaller initiatives in diverse communities to brighten lives in all 10 regions of Ghana.
Health is one of three focus areas of the foundation, and its project selection criteria is aligned to the attainment of the Sustainable Development Goals (SDGs) and should reflect the real needs of the community.In the eight years it has been in existence, the MTN Ghana Foundation has constructed hospital blocks, Community-based Health Planning and Service (CHPS) compounds, undertaken the refurbishment of hospitals and wards.

The foundation has also been very helpful in the provision of critical medical equipment and has provided potable water for communities by funding the drilling of boreholes.

Access

Improved access to quality health has been a key area of focus for the MTN Ghana Foundation. In this vein, MTN has provided potable water for 22 communities by funding the drilling of boreholes, thereby helping to prevent diseases.

With particular interest in women and children, the foundation has built or refurbished hospital wards for maternity, paediatric and emergency care and equipped health facilities with critical medical equipment. Several health institutions in Ghana have benefited from MTN’s health-related interventions, while CHPS compounds have been built with funding from the foundation.Critical surgeries for numerous patients with varying health conditions such as, hole in heart, burn survivors, among others have been performed through the foundation’s intervention.

Surgeries

In addition, the foundation partnered Ghana Cleft Foundation to assist 74 patients with cleft disorders to receive free surgeries, while 116 health professionals were trained in the management of cleft lip and palate disorders.

Ghanaians requiring blood transfusion have unknowingly benefited from the foundation’s activities due to annual blood donation exercises that have contributed 2,038 pints of blood to the National Blood Bank and other health institutions. Recently, the foundation constructed a neonatal care unit for the Tamale Teaching Hospital at a cost of GH¢335,000 to improve the chances for survival for preterm babies delivered at the hospital.

Investment

The foundation has invested more than GH¢ six million in 32 major health projects that impacts on approximately one million Ghanaians directly.

In 2009, MTN Ghana Foundation approved $600,000 for the refurbishment of the second floor of the Korle Bu Maternity Ward during which 11 delivery rooms, a theatre and a recovery ward, doctors' restroom, and a changing room were refurbished. The project has been the Health flagship project of the MTN Ghana Foundation and it is important that it is supported from time to time.

The foundation recently donated equipment worth over GH¢129,000 to the Maternity Block of the Korle Bu Teaching Hospital. The hospital is one of the biggest in the West African sub-region receiving referral cases from almost all countries in the region.

With the donation to the Maternity Block of the Korle Bu Teaching Hospital, the MTN Ghana Foundation presented eight Mobile Examination Lamps, radiant warmers,12 instrument trolleys, six multifunction delivery beds and suction machines

The MTN Ghana foundation recognises the need to implement effective projects to improve the quality and safety of health care delivery across the country. The foundation maintains the hope that its initiatives will strengthen and deepen the collective efforts of key stakeholders who are working towards a healthy nation.

Context

The MTN Ghana Foundation was established by the MTN Group Board as the vehicle for effectively administering MTN’s Corporate Social Responsibility contributions. The MTN Ghana Foundation is funded by a percentage of profit after tax (PAT) from MTN Ghana. The objective of the foundation is to contribute to the socio-economic development of Ghana by improving access to education and health care, and promoting economic empowerment.

Since its establishment in November 2007, the MTN Ghana Foundation has funded more than 102 projects, including the construction or refurbishment of hospital wards and school blocks and providing business training and initial capital for the economically disadvantaged.

Key projects include the refurbishment of the 2nd floor of the Maternity block of the Korle Bu Teaching Hospital and establishment of 10 MTN ICT Learning Centres in all regions of Ghana.

Lack of telecom network affecting business at Wawaase

Residents of Wawaase and four other communities in the Hemang Lower Denkyira District of the Central Region have bemoaned the unavailability of telecommunications network coverage in the area.

This, they said, was seriously affecting business operations and creating inconveniences for them as they could neither receive nor make calls, unless they climbed trees or stood at vantage points.

The affected communities comprising Ampenkro, Jankabo, Ankaako and Yereyebi Ahwe, all located along the Cape Coast –Twifo Praso road, are also unable to communicate with friends and loved ones outside their communities.

Majority of the residents in these communities are mainly engaged in cocoa farming and palm oil business as well as other petty trading.

According to them, they are constantly losing clients as a result of the situation because they could not transact business effectively with clients or other business partners when such partners left for the cities, thereby losing touch with them.

Mr. Selorm Kofi Avorli, a Youth leader in the area expressed the frustrations in an interview with the Ghana News Agency (GNA) on the sidelines of the 2015 Wawaase Community Festival (WASCOFEST) on Tuesday.

The annual festival which was initiated by the youth three years ago, offered the community an opportunity to marshal out yearly plans and formulate strategies to develop the area.

He acknowledged that effective communication was an important tool contributing to the success of a business in this era of technology; adding that the situation has compelled the leaders of the communities to petition the Member of Parliament (MP) for the area and had written series of letters to the Telecommunications networks for assistance but all to no avail.

“As a sign of seriousness, we have collectively decided to allocate a piece of land to any Telecommunications network operator who accepts our request to come and build a Telco mast for free and would not even take compensations, but they are still not heeding to our request,” he lamented.

Mr. Avorli has therefore made an appeal on behalf of the community to the Government to put more pressure on the Telco Companies to facilitate the process for them to have access to network coverage to enhance their businesses.

The MP for the area, Mr. Foster Joseph Andoh said the Ministry of Communication was aware of the situation and assured the residents that the problem would be solved in the shortest possible time.

"The Oscar winner wrote about her own experience with male-female pay discrimination in Hollywood in an open letter in actress Lena Dunham's Lenny newsletter.

"I think it has been an issue that everybody kind of stays quiet about for whatever reason," Lawrence said.

‘Ghana among worst performing African countries in 2015’

Groupe Nduom Research (GN Research) analysis on various economies during the 2015 fiscal year is concerned about Ghana’s economic performance during the year.
This research report was written taken into consideration that the 2015 fiscal year has been challenging for most developing countries including Ghana.

Low commodity prices on the world market coupled with anticipation of a possible increase in U.S key policy rate compelled most central banks to further tighten monetary policy stance.

In particular, the central bank of Gambia increased its policy rate by 100 basis points to close the year at 23%, Malawi by 200 basis points to 27%, Kenya by 300 basis points to 11.5% and Ghana by 500 basis points to 26%.

Nonetheless, the Central Bank for West African States (that serves eight Francophone countries in West Africa) and the central bank of Egypt kept their rates at 3.5% and 9.25% respectively.

The central bank of Nigeria and Tunisia also reduced the policy rate by 2% and 0.5% respectively to stimulate real sector growth.

Hence, by December 2015, the 91-day Treasury bill rates for Nigeria hovered around 3.65%, 2.3% for Mauritius, 4.3% for Tunisia, 4.5% for Rwanda, 10.8% for Kenya, 13.6% for Tanzania, 17.5% for Gambia, 22.5% for Malawi and 22.9% for Ghana.

Lending rates for most North African countries remained below 8.50%.The average maximum lending rate for francophone countries in West Africa was 13.9% by the end of first half of 2015 with Cote d’Ivoire recording the highest rate of 14.99% and Togo recording the least rate of 12.96%.

However, the prime Lending rates for Nigeria remained within the 16% to 17.3% whilst the average lending rate for Ghana stayed within 27.9% and 29%.

As at December 24, 2015, the Zambia kwacha recorded the highest Year-to-date (YTD) depreciation of 71.3%, followed by Malawi kwacha (41.1%), South African Rand (31.4%), Namibian dollar (31.1%) and the Tanzanian shilling (23.1%).
The Ghana cedi, Botswana pula and Kenyan shilling recorded a YTD depreciation of 18.4%, 17% and13% respectively.

This translated into increases in prices of goods and services on the domestic market, made most countries less competitive and increased current account deficit to GDP drastically.

Coupled with an increase in monetary policy rates, consumer price inflation for Ghana and Malawi averaged around 17% and 21% respectively instead of the 11.5% and 16.4% target set for 2015.

As at October 2015, current account deficit to GDP also worsened to 7.9%, 8.3%, 9.6%, 41.6% and 12.1% for Burkina Faso, Ghana, Kenya, Liberia and Namibia respectively as against 5.6% for sub-Saharan Africa (World Bank, 2015).

Thus, all efforts by most governments to reduce government debt to GDP proved futile. As at September 2015, Ghana’s debt to GDP stood at almost 70% (one of the highest in Africa) as compared to 53.4%, 35.7%, 32.2% and 43.9% recorded by Kenya, Liberia, Cameroun and South Africa respectively.

Even so, South Africa, Ghana and Nigeria were named among the most corrupt countries in Africa whereas Cote d’Ivoire, Burkina Faso and Mali made it into the list of least corrupted nations in Africa in the latest People and Corruption report conducted by Transparency International.

Meanwhile, the outlook for Ghana in 2016 looks a bit promising given the possible minimization of the energy crisis, relatively stable cedi and expected rise in government expenditure ahead of the December elections.

Iran Denounces U.S. Sanctions Over Missiles, Saying It Will Build More

Iran’s president denounced the United States on Thursday for suggesting the possibility of new sanctions over Iranian missiles, and he ordered his Defense Ministry to respond by swiftly building more of them.

Hours after circulating a draft of proposed sanctions on Wednesday, however, the White House did not provide a timetable or even say that they would be put into effect.
Still, the action by the president, Hassan Rouhani, came against a backdrop of increased friction between the United States and Iran. That friction appears to have discouraged any hopes of reconciliation in the near future despite the international agreement reached over the summer to restrict Iran’s nuclear activities, which required close collaboration by diplomats from the two countries.

The official Islamic Republic News Agency said Mr. Rouhani, responding to the American government’s “illegal intervention in Tehran’s right to boost its defensive power,” had instructed the defense minister, Brig. Gen. Hossein Dehghan, to “quickly and firmly continue with its plans to produce different missiles needed by the country’s armed forces.”

The news agency also quoted a Foreign Ministry spokesman, Hossein Jaber Ansari, as warning the United States against what he called actions that are “unilateral, arbitrary and illegal.”

Speaking later on state television’s nightly news program, General Dehghan said he intended to make Iran’s missiles more powerful. “Given the current circumstances in the region and the world, we believe peace and security can only be achieved through strength,” he said. “Therefore, we are going to expand our missiles in terms of range and accuracy.”

The response was notable in part because it appeared to reflect internal political pressure on Mr. Rouhani to show some defiance in the face of what are seen among Iran’s hard-line conservatives as American threats.

Mr. Rouhani, who had pushed for the nuclear agreement, has been widely perceived as wanting improved relations with the United States, a position that has angered some domestic rivals. Mr. Rouhani has been less confrontational compared with the supreme leader, Ayatollah Ali Khamenei, who endorsed the nuclear accord but warned that the United States could never be trusted and that new sanctions would be regarded as a violation.

Whether the missile dispute will have an adverse effect on the nuclear agreement remains unclear. Under the agreement, many economic sanctions on Iran will be relaxed — possibly within weeks — in exchange for Iran’s verifiable guarantees of peaceful nuclear work. A major step was taken by Iran a few days ago when it handed over a stockpile of enriched uranium to Russia.

Mr. Rouhani’s action on Thursday came a day after Obama administration officials sent to Congress the draft of potential new sanctions against Iran over recent missile tests, which appeared to have violated a United Nations Security Council prohibition. Although no sanctions seemed imminent, the White House said Thursday that they remained an option.

The United States has also accused Iran’s Revolutionary Guards of recklessly and provocatively firing rockets this week in the vicinity of American warships in the heavily trafficked Strait of Hormuz, a vital international waterway bordering southern Iran that connects with the Persian Gulf.

A spokesman for the Revolutionary Guards, Ramezan Sharif, was quoted by Iranian news media on Thursday as denying the accusations, describing them as fabrications and a “psychological operation” to inflame tensions.

A new American antiterrorism measure President Obama signed into law on Dec. 18 restricts visa-free travel for anyone who has visited Iran, Iraq, Syria or Sudan within the past five years. Iran has strongly objected to the measure.

Analysts who have been following the twists of the nuclear deal said the recent flare-up would not necessarily disrupt it. But some expressed concern that other issues that would benefit from collaboration between the two countries — fighting the Islamic State extremist group, for example — could now become more troublesome to resolve.

“Iranian and U.S. leaders are taking hard-line positions across the board right now — to keep conservative constituencies on board with the nuclear deal,” said Cliff Kupchan, the chairman of the Eurasia Group, a political risk consultancy in Washington.

“It’s a very bad turn,” Mr. Kupchan said. “U.S.-Iran cooperation on ISIS, Afghanistan and other issues is sorely needed and in both nations’ interest. But domestic politics in Washington and Tehran is going to lead to another missed opportunity.”

Others said Mr. Rouhani had no choice but to take a hawkish stand on Iran’s missile development to mollify his military leaders. That may be especially so now that the country’s avenues for attaining nuclear weapons— should it ever want them — have effectively been blocked or at least rendered far more difficult.

“Iran was never going to stop developing missiles,” said Alireza Nader, an Iran expert at the Washington offices of the RAND Corporation, a research group.

“The missiles are its most important defensive and offensive capability given its conventional military inferiority,” he said. “No Iranian president can demand that the military stop missile development.”

Rwandan President Paul Kagame announced on Friday his intention to seek a third term in 2017, confirming a decision that was widely expected following the approval of constitutional changes that could allow him to stay in office for years to come.

"You requested me to lead the country again after 2017. Given the importance and consideration you attach to this, I can only accept," Kagame said in a televised address to the nation.
"But I don't think that what we need is an eternal leader," he said

Kagame has been president since 2000 but he has effectively been in control since his rebel force marched into Kigali to end the 1994 genocide.

He was originally limited to two terms, but in 2015 Rwanda approved changes to the constitution that would effectively allow Kagame to stay in power until 2034, if he wins elections.

Kagame has insisted for months he had yet to make up his mind about whether to run in the 2017 election.

A voter referendum on the change, which drew the backing of 98 percent of those casting ballots, prompted criticism from Western powers who worry about the growing list of African leaders who have been seeking to extend their time in office.

Neighboring Burundi was plunged into chaos in April when President Pierre Nkurunziza's announcement he would seek a third term sparked months of street protests and violence that has left at least 400 people dead. He later won in a disputed vote.

Move Forward Into 2016 With Courage - Prez Mahama's New Year Message

President John Dramani Mahama has urged Ghanaians to move forward into the year 2016 with courage and not caution.

In a 4:22minute televised message on New Year’s eve, the President said, “just as each of one of us is greeting the New Year with the intention of constructive change and the expectation of exciting new possibilities in our personal lives, let us also greet it with the same intentions and expectations in the life of our nation and let us go forward in 2016 with courage and not caution, with optimism and a faith in our ability to achieve and succeed.”

President Mahama said his government would continue to listen to the concerns of Ghanaians and serve with the understanding that one of the hallmarks of Ghana’s democracy was the continuous communication between the people of the nation and their elected representatives.

“Each and every member of this government will uphold the promises that have been made to you the people whose interest we serve. Those who fall short of that commitment have been, and will continue to be asked to tender their resignations, and relieved of their responsibilities.”

“Ghana is not for one person or one political party. Ghana is not for some select group of people, Ghana is for all of us, for all our children. Ghana is for future generations,” the President said.

Fellow Ghanaians, my brothers and sisters, it gives me great pleasure to join you in bidding farewell to 2015 and welcoming a New Year.

This is a time for celebration, a time to express gratitude for the good fortune and blessings bestowed upon us throughout the course of this past year.

Not least of all the blessings of good health and life itself. This is also a time for contemplation and analysis. A time as we move forward in our lives to leave behind the setbacks and the limitations of the past because with this New Year comes new opportunities and the promises of limitless possibilities.

This is true not only for us as individuals but for us as a nation. 2015 was in many ways a challenging year. There was growth and numerous accomplishments, but we also experienced a number of setbacks and faced what at the time felt like limitations. They were not all together unexpected, indeed I had asked you the good citizens of Ghana to exercise patience and bear with us during the difficult periods.

Words cannot express how impressed and inspired I have been by the understanding, the strong support and consistent encouragement with which you have responded.

Even the voices that were raised in disagreement or criticism, spoke volumes of truth about your unwavering love of Ghana and our shared desire despite whatever different opinions on policies or methodologies to see our nation progress. I applaud this this steadfast patriotism given the increasing unrest, terror and instability that is occurring throughout the world, your resolve to work together towards the implementation of long term sustainable solutions for the development of our beloved Ghana is the more appreciated and it is all the more necessary.

We are closer now than ever before to realizing the fruits of our patience, so let us not surrender our perseverance and the pride of nationalism to negativity or pessimism.

My brothers and sisters, last year as we ushered in 2015 I assured you that I was listening to your concerns and I pledge to continue to listen. I will continue to serve this country with the understanding that one of the hallmarks of our democracy is the continuous communication between the people of the nation and their elected representatives.

I assure you once again today as your President that each and every member of this government is listening to your concerns and is committed to working for the greater good of Ghana and for the welfare of its people.

Each and every member of this government will uphold the promises that have been made to you the people whose interest we serve. Those who fall short of that commitment have been and will continue to be asked to tender their resignations, and relieved of their responsibilities.

Ghana is not for one person or one political party. Ghana is not for some select group of people, Ghana is for all of us, for all our children. Ghana is for future generations.

We should always remember that the actions and attitudes we take now, all of us, not merely those of us in government will determine the course of their fate.

Just as each of us is greeting the New Year with the intention of constructive change and the expectation of exciting new possibilities in our personal lives, let us also greet it with the same intentions and expectations in the life of our nation and let us go forward in 2016 with courage and not caution, with optimism and a faith in our ability to achieve and succeed.

No New Voters Register For 2016; EC Announce Final Decision

The Electoral Commission has announced that the present voters register would not be changed as had been advocated by the opposition New Patriotic Party (NPP) and some other political parties.

A statement issued by the Commission and signed by its Public Affairs Director, Mr Christian Owusu-Parry on Thursday said the panel that looked into the concerns and views of stakeholders on the register did not find the arguments for a new register convincing and therefore did not recommend the replacement of the current voters’ register.
Rather, the panel was of the view that the responsibility for having a clean and credible register was the shared responsibility of all citizens of Ghana;

The EC set up the Independent Panel and tasked it to look into the concerns and views of stakeholders on the Voters’ Register.

Accoding to the EC, following the receipt of the report on December 21, 2015, it has concluded its study of the report submitted by the Panel and wishes to advise the public as follows:

1. The Panel finds the arguments for a new register unconvincing and therefore does not recommend the replacement of the current voters’ register;
2. The Panel is of the view that the responsibility for having a clean and credible register is the shared responsibility of all citizens of Ghana;

3. The Electoral Commission accepts the recommendations of the Panel and will progressively implement the recommendations made therein;

4. The Electoral Commission will continue to engage stakeholders to ensure that a clean and credible voters’ register is in place for the 2016 general elections through an inclusive and collaborative audit process;

5. The Commission will publish the full report of the Panel on its website- www.ec.gov.gh by 7th January 2016 for the benefit of the public.

The Commission further wishes to inform the public that it has examined all the allegations and complaints made by the New Patriotic Party (NPP) on the voters’ register and has responded appropriately to the party. A copy of the findings of the Commission into the claims made by the NPP will also be made available to the Public on the Commission’s website.

The Commission takes the opportunity to thank the members of the Panel led by His Lordship VCRAC Crabbe, the Political Parties, Civil Society Organizations, Faith Based Organizations and all stakeholders for the support and cooperation shown to the Commission during the engagements on the Voters’ Register.

The Commission reiterates its commitment to ensuring transparent, inclusive and credible general elections in 2016 and to ensuring democratic growth and stability in Ghana and takes the opportunity to wish all citizens of Ghana a blessed, peaceful and prosperous 2016.

President Mahama accepts Power Minister’s resignation

The President, John Dramani Mahama says he has accepted the resignation letter of the Minister of Power, Dr. Kwabena Donkor, a statement from the Presidency says.

He thanked the former Minister for his services as the pioneer Minister of the sector.

Dr. Donkor resigned December 31, 2015 over the power crisis.

President Mahama created the Ministry of Power on Saturday November 22, 2014 in a bid to resolve the country’s long-standing electricity crisis which has come to be known as dumsor.

According to the Ghana Social Development Outlook (GSDO) 2014 of the Institute of Statistical, Social and Economic Research (ISSER) of the University of Ghana dumsor is costing the country about $1 million a year.

In its 2014 “State of the Ghanaian Economy Report” ISSER found that the government of Ghana has only been able to achieve a mere 0.1 per cent of its targeted 10 per cent increment in energy from 2010 to 2020.

“Two thirds of rail have been dormant for 12 years and would require reconstruction, national freshwater resources are under siege from mining activities, and recycling and composting have not been given attention,” it said.

The government had hoped to increase power generation from 2,300 to 5,000 megawatts by 2017.

When the Ministry was created, Dr. Donkor, who was then the chairman of Parliament’s Energy Committee, was appointed to head it. Dr. Donkor, once served as deputy Energy Minister.

Before the Ministry was created, power production was under the Energy Ministry.

In June this year Dr. Donkor, reassured Ghanaians that the national load shedding exercise would be over by December. He also promised that if it continues, he would resign.

Yesterday, December 30, the Power Ministry issued a statement saying the load shedding programme was over, but shortly after that the Chief Executive Officer of the Ghana Grid Company (GRIDCo), Ing. William Amuna stated emphatically that the erratic power supply in the country was not over yet, saying the load shedding exercise has not been suspended.

He is the second Minister of State to resign recently. The Transport Minister, Dzifa Attivor resigned December 23, 2015.

Former President Jerry John Rawlings on Thursday said the colour of Ghana’s democratic dispensation; especially from the period of 2000, appears to lack the will, the capacity and the ability to fight corruption.

“It appears that the colour of this democracy is very different from the democracy that we knew from 1982 to 1992; and also very different from the colour of the democracy that we knew from the constitutional period from 1992 to 2000.


“The colour of those revolutions contains the strong elements of justice, simpleness and freedom and the spirit of defiance to contain wrong doing. We should be asking ourselves what happened, especially from the year 2000.”

Former President Rawlings was speaking at a wreath laying ceremony and parade at the Revolutionary Square in Accra to mark the 34th Anniversary of the 31st December Revolution.

He said: “The colour of this democracy seems to be too different from what we used to know; from the spirit of defiance that could contain the greed, the selfishness that had given rise to so much corruption and pain in this country.

“I keep hammering on this issue and I will continue to do so. I keep reminding ourselves that the colours of the revolution are extremely important, that we do everything possible to recapture that spirit before it becomes too late.

“I keep saying the people of this country are peace loving people; and is important that we do not take the peace loving nature of Ghanaians for granted,” he stated.

He said there is the need to reignite the spirit of the 31 and June 4 revolutions; adding that “otherwise we may not be able to reach our destination”.

“The time has come for us to start looking at those who profited from the change in colour starting from 2000, and those who are profiting from it now,” he said.

“This ceremony as simple as it is should never be lost on us. The marking of the 31st December Revolution should serve as a reminder of what led to the June 4th 1979 and the 31st December 1981 Revolutions,” he added.

This year, Assistant Commissioner of Police Nuhu Jango, Nima Divisional Police Commander, lit the revolutionary perpetual flame on behalf of the former President.

Nii Laryea Afotey Agbo, Greater Accra Regional Minister, laid a wreath on behalf of the people of Ghana.

The rest were Chief Inspector Courage Datsormor (Rtd), Ms Rejoice Ahiable, Cadre Corps Vice Chair, Nii Doo Naskie, Otublohum Mantse and Acting President of the Ga Traditional Council also laid wreaths on behalf of the security services, the cadres and traditional rulers.

Nii Tettey II, 2015 Greater Accra Regional Best Fisherman and Mr Napoleon Harrison, a farmer, jointly laid one on behalf of farmers and fishermen of Ghana; while Mr Benjamin Laryea, the Vice President of the Tertiary Educational Institutions Network of the National Democratic Congress laid one on behalf of the youth.

The parade was mounted by a contingent of 96 Young Cadres drawn from tertiary and second cycle institutions in the country.

It would be recalled that on December 31, 1981, former President Rawlings overthrew the then democratically elected government of President Hilla Limann’s People’s National Party (PNP) to form the Provisional National Defence Council (PNDC) government.

The Ho Polytechnic Tuesday added a School of Graduate Studies and a Faculty of Applied Social Sciences to its repertoire of academic disciplines.

The Polytechnic now has five Faculties; Engineering, Applied Science and Technology, Business and Management Studies, Art and Design and Liberal Arts giving effect to Schedule C of its current Statutes which spelt out the structure of Faculties it must establish.
“This decision is not new it has been on the drawing Board for five years as part of our five year strategic plan,” Professor Emmanuel Kodzo Sakyi, Rector, said at the inaugural event and swearing in of an interim boards of the two entities.

The action gave effect to Section 18 of the Polytechnic’s establishment Act and Statute 41 (a) which among others provides that “There shall be established a School of Research and Graduate Studies which shall be headed by a Dean, to be assisted by a Vice Dean”, Dr Christopher K. Amehoe, Registrar of the Polytechnic explained.

The acting Dean of the School of Graduate studies is Dr Peter Agbodza, with Mr Simon Amegashie-Viglo as the Dean of the Faculty of Applied Social Sciences.

In a statement, Dr Ben Hoenyenugah, Vice-Rector, Academic Issues, said the Graduate School is expected to host all Post Bachelor programmes and the African Journal of Technical Education Management.

“This places enormous responsibility on Deans and Heads of Departments to develop innovative and national development oriented Master degree programmes in the shortest possible time.”

On the Faculty of Applied Social Sciences, Dr Hoenyenuga said, “This Faculty which has the mandate to humanise the Polytechnic also falls in line with existing faculties in Universities of Applied Sciences in the Netherlands and Germany where the arts and social sciences find a place among engineering and science faculties.”

In line with the norms of the National Council for Tertiary Education (NCTE) the Faculty of Applied Social Sciences will begin with the Departments of Multidisciplinary Studies and the Department of Applied Modern Languages and Communication.

The Polytechnic’s Chinese Intercultural Centre, Centre for Entrepreneurship, Innovation and Technology Transfer, HIV and Reproductive Health Centre, Centre for African Traditional Leadership and Governance and Centre, Conflict Transformation and Management all come under the this Faculty, Dr Hoenyenugah said.

“This makes Ho Polytechnic Internationally compliant,” he said.

Confession: Why I find it easier to operate in Ghana than in Nigeria – robbery suspect

A trans-border robbery suspect has told the‎ Lagos State Police that it was easier for him to operate in Ghana than in Nigeria because citizens of the latter are more security conscious.
Dennis Wasami, 32,‎ was arrested by men of the Rapid Response Squad in his hideout at Agbonle Orile on Saturday, the police said in a statement Tuesday.
The suspect was held in Kirikiri prison last year after he was arrested for a burglary incident in Festac Town‎.

“I was an expert at break – in- robbery,” Mr. Wasami said in his confessional statement after his arrest.
“I operated in Ghana, along West Africa coast breaking into people’s houses and making away with their properties and personal effects like mobile phones, laptops, jewelry and other personal effects.
“I used to bring the stolen items to Nigeria to sell. I have a ready market for them in Lome and Lagos.
‎”My major operations were in Ghana because Ghanaians are not security conscious unlike Nigeria where security is tight. In Ghana, nobody would challenge you. All the items that I stole are from Ghana. I did sell some at Lome and some in Lagos. I have a large number of people that buy the stolen goods from me in Lagos.‎”
Following his arrest last weekend, the suspect stated that he had turned over a new leaf after his four month stay in prison‎ last year.
According to him, he now works in Lagos Island where he earns a livelihood from connecting buyers of children’s clothes with sellers and getting a commission.
‎”Those two machetes found inside my apartment in Agbole Orile belonged to Area Boys operating in a garage nearby,” he said.
“They kept them there for whenever there is crisis among them. These boys are called Spartacus. They are trouble makers. They are always at the junction. I don’t know anything about it and I never knew they were there.”
On how he moved to Lagos, Mr. Wasami said it was after he dropped out of Sapele Technical College in his native Delta State‎.
“I came back to Lagos to learn music at PEFTI and Sound Engineering at Life-Line Studio, Alade Estate, Allen in Ikeja. After this, my father opened a shop for me, where I was managing before things were a bit difficult for me,” he said.
“Shortly after this, I decided to go into house breaking and stealing to survive, and I was into this for about six years. I have operated in more than five houses in Lagos here. All the houses are in Festac area because I know much about the area very well.
“Amongst those I sold the items to one were Qudus, I.K, Hapier, Stanley and Kelvin”, he said.
“If I have a large quantities of items I want to dispose. Qudus was always the right man for me to call. He would come to me, collect the items, sell them and return the money.”
“Another accomplice simply identified as I.K, buys stolen items in large quantity too from me. He once had a shop in Church Street junction, Oshodi but presently, he has relocated to China.
“My last operation was in Festac. It was the one that led to my arrest and consequently my imprisonment at Kirikiri, Since I came back, I have never gone into breaking in and stealing.”
Meanwhile, operatives of the Police have begun a manhunt for the buyers of the suspect’s stolen goods, the police statement said.
The operatives are on the trail of at least three buyers mentioned by the suspect who is currently helping the police with information, it added.
Joe Offor, the spokesperson of the Lagos State Police Command, confirmed Mr. Wasami’s arrest to journalists and reiterated the commitment of the police in the state to reduce crime to its barest minimum.


Tariff Hikes:ECG to refund illegal charges

According to ECG, the tariff difference between 1 Dec and 13 Dec 2015 will be reconciled and the difference refunded in Jan. 2016.

The Electricity Company of Ghana (ECG) says it regret challenges associated with the implementation of the new tariff adjustment, and promised to refund monies to customers as a result of the error.

In a press statement, ECG said “challenges associated with the implementation of the tariff adjustment of 59.2%, effective 14th Dec., 2015.”


“The Company's billing cycle including prepayment vending is a monthly cycle system. Therefore, any cash deposit for electricity will bill from 1st Dec. 2015 at the adjusted new rate of 59.2% instead of from 14th Dec 2015 as announced by PURC,” the statement said.

According to ECG, the tariff difference between 1 Dec and 13 Dec 2015 will be reconciled and the difference refunded in Jan. 2016.

The statement also urged customers to contact the nearest ECG office for any complaints.

The PURC on 1st Dec. announced a 59.2 percent and 67.2 percent increase in the prices of water and electricity respectively.

This was however against a proposed increase of 128.6 percent by the ECG and a 400.2 percent increase by the Ghana Water Company Limited (GWCL).

Industry players as well as the Trades Union Congress (TUC) had opposed the move saying it will be untimely for the commission to increase utility prices without an improvement in the quality of service to customers.

Looks like Naomi Campbell may need to take a break from the catwalk.

The supermodel, 45, was spotted December 23 at Guarulhos International Airport in Sao Paulo, Brazil being pushed in a wheelchair by a male companion. She also appears to be using a cane for assistance.

In light of this sighting, a representative for Campbell tells PEOPLE that the model has not in fact been seriously injured. "Whilst it is a private matter, it is a light foot injury which Naomi sustained before her visit to London," says the rep. "She is out and about as usual. There is no scheduled surgery."

Concerns about the iconic model's health started with reports from UK paper The Sun that she needed help walking following an appearance at the London premiere of The Danish Girl on December 8.

On December 15, she was spotted at JFK airport with a splint on her left middle finger.

The leader of the Shi’ite Islamic Group in Nigeria, Ibrahim El-zakzaky, was yesterday arraigned at a Kaduna Chief Magistrate Court, charged with criminal conspiracy among others.

The Shiite leader was arraigned together with some of his followers involved in the recent clash with the army and the police in Zaria.

When contacted, the Force Public Relations Officer, Olabisi Kolawole told Peoples Daily that the arraignment of El-zakzaky followed the outcome of a police investigation which indicted him of criminal conspiracy, inciting public disturbances among others.

She said, “He has been remanded in prison custody and the case adjourned.”

However, Kolawole did not specify the exact date the case was adjourned to.

Meanwhile, Kaduna-based revered Islamic scholar, Sheikh (Dr.) Ahmad Abubakar Gumi has alleged that Shi’ite leader Sheikh Ibraheem El-Zakzaky has been running a parallel government in most parts of the north in the last 40 years.

Speaking to newsmen yesterday, Dr Gumi said that, “the Shi’ites have been embarking on military training and producing cadets and soldiers.’’ The Islamic cleric further alleged that they were ‘’operating a state within a state.’’

According to Sheik Gumi, ‘’The Islamic Movement of Nigeria does not recognise the corporate entity of Nigeria. The group is not registered. They operate above the law and they get direct foreign aid,’’ he further alleged.

He stated further that, former President Umaru Yar’adua had told him of the massive importation of ammunitions and weapons to different parts of the country, adding that the president had mentioned Iran as supplying arms to the Shiites.

The Medical Doctor-turned Islamic scholar said that the recent clash between Shiites and soldiers was ‘’a divine intervention to prevent us from a catastrophe like that of Boko Haram. It came sudden and powerful to eradicate and uproot any plan that they must have been having to harm the society.’’

Gumi said that he had written Zakzaky about a year ago, warning him about the dangers of blocking roads during the annual Ar’baeen trek, where his follower travelled on foot from all over the country to Zaria. He said that blocking road is an abomination in Islam.

The scholar warned that the north will continue to be under-developed if the twin evils of shia and Boko Haram are not eradicated, adding that ‘’the strife and unnecessary blocking of roads and shouting slogans on the way increases the tension in the north.’’

"There's not a huge secret in the family [anymore],” Kylie said. "I feel like there was always this big secret, and I've honestly known about it for a really long time.”

"We actually caught him [as Bruce], dressing up as a girl when my sister and I were like, six and seven maybe," Kylie said. "So, we've known for a while there was something, but it was something we never talked about."

Kylie explained that she is happy that the "I Am Cait" star has been able to live as her "authentic true self" after transitioning in July, and hopes that her acceptance of Caitlyn, 66, can be influential for other young people dealing with similar situations.

"I think that other girls and boys my age will maybe see that I'm so accepting and be accepting of other people, too," Kylie said.
