NPP, IDEG, others advocate for law to minimize abuse of incumbency

The Acting National Chairman of the opposition New Patriotic Party (NPP) Freddie Blay is advocating for a law or statute to limit abuse of incumbency by governments.

The NPP is accusing the President, John Dramani Mahama of abuse of incumbency in his ‘Accounting to the People tour’.

According to him, the President is hiding behind the tour to tout his achievement and urging people to vote for him to retain power.

Speaking on Ultimate breakfast show hosted by Lantam Papanko, the Acting National Chairman of the NPP, suggested that such control mechanism is very necessary.

‘One may argue that sometimes there ought to be some kind of law or stature put in place to limit incumbency,’ he submitted.

He admitted that there were elements of abuse of incumbency in the erstwhile President Kufuor’s administration.

‘It will be difficult for me to say that there wasn’t a little elements of incumbency during President Kufour’s time, it depends on the extent a government wants to go, there were some kind of abuse of incumbency, but not to the extent that we are seeing now,’ he recalled.

Mr. Blay believes it is wrong for the president to embark on his tour bearing in mind the upcoming general elections.

‘When you are going round calling on people to vote for you to continue your good works, you are campaigning, you say you are accounting to the people, what is worst is when they are over using state institutions and money allocated for public purposes for their own campaign machinery to canvass for votes, particularly that we are going for elections,’ he stated.

On his part, a Senior Research Fellow with the Institute Of Democratic Governance, Dr. Kwesi Jonah appealed to civil society organizations to play a critical role in addressing the issue of abuse of incumbency.

He also wants the opportunities that occasions the abuse be minimized.

Dr. Papa Kwesi Nduom is raising similar concerns, regards how these activities are allegedly run with state funds.
